Clients who ghost after you send the proposal. What actually works?

Third one this month. Great discovery call, they ask for a proposal by Friday, I send it Thursday, and then nothing. Not a no. Just silence. I follow up once after a week and once after two, and that is where I stop. Is there a better sequence, or is this just the cost of doing business?
